A 60-year-old driver involved in a truck incident at Bucheon Jeil Market, which resulted in four deaths and 18 injuries, was handed over to prosecutors while in custody.

The Gyeonggi Nambu Provincial Police Department reported on the 21st that they have detained and submitted a 67-year-old individual for violating the Special Act on Traffic Accident Management, facing charges of causing death and injury.

A is charged with causing a 1-ton truck to crash into Jeil Market in Wonjong-dong, Ojeong-gu, Bucheon City on the morning of the 13th, resulting in four deaths and 18 injuries.

His vehicle moved backward 1–2 meters moments before the collision and then sped forward for 132 meters, repeatedly striking people and market stands.

The "pedal black box" within the truck, which documents pedal and brake actions, recorded A pressing the accelerator rather than the brake at the moment of the accident.

On the 15th, during an interrogation of a suspect prior to arrest (warrant review), A mentioned a link to the accident, saying, "My Moyamoya disease is very serious." However, during a follow-up police investigation, he admitted it was an error caused by incorrect use of the pedals. He also mentioned that the symptoms of Moyamoya disease did not impact his driving.

The total number of people affected by this accident is 22, which includes four fatalities, seven severe injuries, and 11 minor injuries. Recently, with one more minor injury case, the total number of casualties rose to 22 from the previous count of 21.

The victims primarily consisted of 19 pedestrians and three market vendors moving between stalls. All four of the deceased were also pedestrians.

The authorities determined it was a 'pedal error' following a thorough examination of surveillance video, the pedal data recorder, and the suspect's statements.

A fire that took place in Kirin-myeon, Inje-gun, Gangwon Province on the 20th was put out after roughly 17 hours. At around 10:30 a.m. on the 21st, forest officials stated that they had successfully extinguished the main flames of the Inje fire. The estimated area affected is 36 hectares, with no injuries reported. Forest authorities started increasing firefighting activities from 7:10 a.m. on that day by using 29 helicopters. This fire is believed to have begun around 5:23 p.m. on the 20th in a farm shed-style container and then spread to nearby hills. Although the fire moved towards the mountain peak during the night, firefighters and the Forest Service's aerial firefighting team concentrated on ground suppression efforts, stopping it from spreading to nearby slopes. Forest authorities intend to examine the precise cause of the fire and the extent of the damage after finishing the cleanup of any remaining fires.

An elderly man, in his 60s, who hit a pedestrian at a crosswalk and then drove his car again to harm the victim, believing them to be involved in a blackmail plot, received a suspended prison sentence.

Judge Jo Aram from the Criminal Division 7 of the Seoul Eastern District Court stated on the 21st that Seo, aged 61, who was charged with serious bodily harm, received a sentence of one year and six months in prison, which is suspended for three years, along with a requirement to complete 160 hours of community service. This decision was made during a hearing held on the 17th of last month.

In September of last year, Mr. Seo was involved in an accident while operating an SUV on Cheonho-daero in Seoul's Seongdong District, colliding with Mr. A, a 40-year-old pedestrian who was crossing the road. When Mr. A obstructed the front of Mr. Seo's vehicle, it was determined that Mr. Seo moved the car again, resulting in a collision with Mr. A's leg, even though he was aware of the situation. Consequently, Mr. A fell back, suffering injuries to his wrist, back, and hip, and was diagnosed with a condition requiring two weeks of medical treatment.

At the trial, Mr. Seo denied having any intention, stating, "I believed Mr. A was involved with a self-harm blackmail group and thought relocating the car would cause him to back off." Nevertheless, data from the black box and security cameras indicated that Mr. A was within less than 30 cm of the vehicle, in a spot where he couldn't quickly escape the moving car. Moreover, the video showed that after the first impact, Mr. A looked toward the driver's seat for several seconds without moving, but Mr. Seo did nothing.

The court remarked, “The defendant had a secondary intention, fully aware of the potential for causing harm but accepting it. From the start of the investigation until the trial, he repeatedly offered weak justifications, and he has several previous convictions for similar crimes.” Nevertheless, the court took into account elements like “the fact that he paid 2 million South Korean won to the victim and came to an agreement” when deciding on the punishment.

On Friday, November 21, 2025, Kenyan newspapers reported on the final moments of a delivery cyclist who was reportedly killed following a phone delivery in the South B neighborhood of Nairobi.

The media also examined President William Ruto's State of the Nation speech and his vision for transforming Kenya into a first-world nation.

1. The Standard

Video surveillance has shown the final moments of Anthony Olwal, a delivery cyclist who was killed on Tuesday, November 18, in South B Estate, Nairobi.

Olwal went to deliver a cell phone to a customer at Meridian Court in the early hours of the critical day.

In the video, Olwal is shown arriving at the building's entrance around 11:50am and is led to the house where the delivery was scheduled. He appeared to be talking to the client as he waited.

Later, in the afternoon, his body was discovered under a bed on the fourth floor.

A suspect was seen exiting with a brown bag, his head concealed, at 12:02 pm. Another suspect was trailing closely, as if checking if anyone was watching.

A worker briefly went to the suspects just before they left with the bags. The supervisor discovered Olwal's death on the fourth floor after one suspect handed over the bag and left.

As per eyewitness accounts, the suspects had booked the studio apartment for a short period but hadn't settled the payment, leaving the bag containing the high-value mobile phone behind before fleeing.

A person, stating they are located in Eldoret, directed Olwal to hand over an iPhone Pro Max device to their "brother" in South B, as per a WhatsApp message.

A autopsy report indicated that he passed away due to severe head injury caused by blunt force.

Olwal's mouth was securely covered with a leso, and his arms and legs were tied with rope.

Law enforcement discovered a mobile device, a blade, and a metallic item at the location.

Two individuals had booked the studio and purchased the KSh 220,000 phone, as stated by Makadara Sub-County Commander Judith Nyongesa.

2. The Star

President William Ruto stated that Kenyans will not need to pay additional taxes or take on more debt to fund the KSh 5 trillion large-scale initiatives the government has outlined to transform the country into a world-class nation.

In his address to the nation in Parliament on Thursday, the president revealed the creation of a National Infrastructure Fund and a Sovereign Wealth Fund.

He stated that these resources will provide creative financing for the initiatives.

Ruto stated that his government has pinpointed important projects that he thinks will alter Kenya's path of growth.

These involve creating irrigation dams, building over 30,000 kilometers of roads, focusing on human resource development, and launching energy initiatives that will increase the national grid by 10,000 megawatts.

3. Daily Nation

In their evaluation of Ruto's State of the Nation Address, the Opposition claimed he evaded public anger, dismissed the concerns of Generation Z, and offered empty pledges.

Ruto ignored the Opposition's criticisms and commended his administration for implementing major changes.

Nevertheless, the Opposition characterized the young people who gathered in the streets and online in 2024 and this year as a generation motivated by a moral revolt against corruption, financial struggles, and political immunity.

This was included in a statement made by Wiper leader Kalonzo Musyoka.

4. People Daily

Kenyan Members of Parliament (MPs) have raised concerns about the ongoing operation of the Hustler Fund following an audit revealing that more than KSh 12.6 billion in loans might have been lost.

Members of the Special Finances Committee stated that the money was sent to fake accounts because certain borrowers possessed several SIM cards, which they disposed of after getting the funds.

Lawmakers met with Henry Tanui, the chief executive of Hustler Fund, to address audit-related inquiries, as mentioned by Auditor General Nancy Gathungu.

Tanui acknowledged that only KSh 4.4 billion of the KSh 14 billion provided to the Fund by the National Treasury was in circulation.

5. Taifa Leo

At least 25 new political groups have been provisionally registered in recent months, with over 30 additional ones having submitted their applications in preparation for the 2027 General Election.

The report highlighted that the efforts to register new political parties reflect increasing anxiety within the political scene, especially considering the primaries in different regions where candidates have often been unsuccessful in winning elections.

The Financial Support for Political Groups is distributing funds to parties that were not allocated money in the previous elections.

This comes after the implementation of the Political Parties Act of 2022.

November 18, 2025 (TAWILA) – The International Committee of the Red Cross (ICRC) announced on Tuesday that it has documented almost 7,000 individuals who have gone missing since the conflict in Sudan began.

The Rapid Support Forces (RSF) have detained thousands of individuals; some were freed following the payment of ransoms, whereas others perished from starvation and insufficient medical care in detention facilities. The situation of most remains unclear.

The International Organization for Migration (IOM) mentioned in a report released on October 29 that 98% of households in Tawila do not have essential sleeping items like blankets, mattresses, and mosquito nets. The United Nations Population Fund (UNFPA) noted that families are compelled to sleep outdoors, raising the likelihood of women and girls facing violence, exploitation, and abuse.

The IOM stated that 86% of the displaced individuals in Tawila experience inadequate food intake, while 30% of children under five are underweight or not developing properly.

November 19, 2025 (JUBA) – Deng Lol Wol, South Sudan's Undersecretary at the Ministry of Petroleum, stated on Wednesday that the nation has fully restarted its crude oil exports to Port Sudan in eastern Sudan, after a several-day halt.

Oil shipments were disrupted following a drone strike on the Juba oil processing plant in Al Jailyin, White Nile State, on November 15, two days after the central processing site in Heglig was hit by a comparable attack.

Deng Lol Wol mentioned in a press statement that there was a "complete resumption of transportation and crude oil exports, after a temporary stop caused by a drone attack on key infrastructure in Heglig, Al Jailyin."

He mentioned that oil is currently being exported regularly from South Sudan via specialized pipelines to the export terminal located on the Red Sea coastline. The official reiterated Juba's dedication to safeguarding its crucial oil assets, ensuring the stability of its oil production, which serves as a fundamental pillar of the nation's economy.

South Sudan's economic structure is largely dependent on oil income, which flows through pipelines that traverse Sudan in return for transportation charges, with Chinese firms overseeing the oil reserves.

An assault on Heglig in West Kordofan State on November 13 caused the death of three employees and damaged the laboratory at the central processing facility, leading to a halt in operations. A drone strike that occurred on Saturday at the Al Jailyin oil refining station in White Nile State resulted in one engineer's death and injuries to others. The operating company quickly initiated emergency protocols, shut down systems, and evacuated staff.

The Heglig field, situated in South Kordofan State, consists of 75 oil wells and features a central processing facility capable of handling 130,000 barrels of oil from South Sudan, which is extracted in the Southern Unity State and transported through Sudanese territory.

The suspension of activities results in a significant reduction of South Sudan's foreign currency earnings, since oil accounts for 90% of its revenue, and leads to a loss of around 21,000 barrels of crude oil for Sudan along with transit and export fees valued at more than $1 million per day.

South Sudan restarted oil exports via Sudanese territory in May following almost a year-long suspension caused by security issues and military activities in the Kordofan and Darfur regions.
